Description

GENERAL SUMMARY:

Reporting to the Workforce Development Operations Manager, the Work Experience Assistant Manager – WIOA provides leadership and operational oversight for Workforce Innovation and Opportunity Act (WIOA) programs and staff. This position is responsible for supervising employees, managing program operations, ensuring compliance with WIOA regulations and contractual requirements, monitoring performance outcomes, developing employer partnerships, and supporting successful workforce development services. The Work Experience Assistant Manager – WIOA serves as a frontline leader responsible for staff development, operational excellence, participant success, and strategic growth initiatives while upholding Goodwill's Mission, Vision, and Values. 

ESSENTIAL DUTIES & RESPONSIBILITIES:


Staff Leadership & Supervision

  • Supervises, coaches, mentors, and develops assigned Workforce Development staff to ensure achievement of performance goals and high-quality participant services.
  • Participates in recruiting, hiring, onboarding, training, performance evaluations, corrective action processes, and professional development planning.
  • Provides leadership and accountability through regular supervision, staff meetings, case reviews, and performance coaching.
  • Promotes a culture of continuous improvement, collaboration, and customer service excellence.
  • Ensures compliance with organizational policies and Human Resources procedures.


Program Operations & Performance Management

  • Oversees daily operations of assigned WIOA workforce development programs and services.
  • Monitors enrollment, service delivery, work experience participation, employment outcomes, credential attainment, measurable skill gains, retention, and other key performance indicators.
  • Develops and implements corrective action plans when program performance falls below contractual or organizational goals.
  • Serves as the primary escalation point for operational issues affecting participant services, staff performance, or program outcomes.
  • Ensures effective resource utilization and operational efficiency.


WIOA Program Administration

  • Oversees participant eligibility, enrollment, assessment, service delivery, and case management activities.
  • Ensures compliance with all WIOA regulations, policies, procedures, and contractual requirements.
  • Monitors participant progress toward educational, occupational, employment, and career pathway goals.
  • Supports implementation of youth work experience, paid work experience, career exploration, and workforce readiness initiatives.
  • Collaborates with workforce system partners to expand opportunities and improve participant outcomes.


Employer Development & Work Experience

  • Leads the development, placement, monitoring, and successful completion of work experience opportunities.
  • Develops strategic partnerships with employers, industry leaders, and community organizations.
  • Expands employment opportunities, career pathways, internships, and work-based learning opportunities for participants.
  • Provides guidance and support to employers to promote successful placements and retention.
  • Represents Goodwill in workforce development initiatives, job fairs, hiring events, and employer engagement activities.


Compliance, Data Management & Quality Assurance

  • Ensures timely and accurate participant documentation, case notes, service tracking, and reporting within TruTrack and other required systems.
  • Reviews data regularly to identify trends, improve outcomes, and support continuous quality improvement efforts.
  • Maintains compliance with WIOA regulations, contractual requirements, CARF standards, and organizational policies.
  • Ensures program files and documentation remain audit-ready.
  • Oversees quality assurance activities to improve service delivery and participant success.


Financial & Contract Oversight

  • Oversees assigned program operations, including contract deliverables, billing coordination, and compliance requirements.
  • Collaborates with Finance to ensure accurate billing, reimbursement requests, and fiscal accountability.
  • Monitors expenditures and performance to support financial sustainability and program effectiveness.
  • Assists with grant implementation and workforce development expansion efforts.


Community & Partner Engagement

  • Represents Goodwill at workforce development boards, AJCC partner meetings, employer events, educational institutions, and community forums.
  • Strengthens partnerships with workforce system partners, employers, educational organizations, referral agencies, and community stakeholders.
  • Promotes workforce development services through presentations, outreach activities, and community engagement efforts.
  • Supports departmental growth through strategic partnership development and regional workforce initiatives.

Preferred Qualifications of the Role:


  • Associate degree in social work, vocational rehabilitation, special education, social/behavioral science, or another related field preferred.

Salary Description
$23.00 to $24.00 / hour
