GENERAL SUMMARY:

Reporting to the Senior Manager, Workforce Development, the Work Experience Assistant Manager – DOR provides leadership and operational oversight for Department of Rehabilitation (DOR) workforce development services and staff. This position is responsible for supervising assigned employees, managing program operations, ensuring compliance with DOR contractual requirements, achieving performance outcomes, developing strategic employer partnerships, and maintaining collaborative relationships with DOR counselors and community partners. The Work Experience Assistant Manager - DOR serves as a frontline leader responsible for program quality, staff development, participant success, continuous improvement, and achievement of organizational goals while upholding Goodwill's Mission, Vision, and Values. 


ESSENTIAL DUTIES & RESPONSIBILITIES:


Staff Leadership & Supervision

  • Supervises, coaches, mentors, and develops assigned Workforce Development staff to ensure high-quality service delivery and achievement of program goals.
  • Participates in staff recruitment, interviewing, hiring, onboarding, training, performance evaluations, corrective action processes, and professional development planning.
  • Provides ongoing guidance, accountability, and support to staff while promoting a culture of excellence, collaboration, and continuous improvement.
  • Conducts regular staff meetings, case reviews, and performance discussions.
  • Ensures compliance with organizational policies, procedures, and Human Resources requirements.


Program Operations & Performance Management

  • Oversees daily operations of assigned DOR workforce development services, ensuring effective service delivery and achievement of contractual obligations.
  • Monitors enrollment, service utilization, work experience placements, employment outcomes, retention rates, and other key performance indicators.
  • Develops and implements corrective action strategies when performance metrics fall below established goals.
  • Serves as the primary escalation point for operational issues affecting participant services, program compliance, or staff performance.
  • Maintains accountability for assigned program outcomes and operational effectiveness.


Employer Development & Work Experience

  • Leads the development, placement, monitoring, and successful completion of work experience opportunities.
  • Develops and maintains strategic employer relationships that expand employment and work-based learning opportunities for participants.
  • Conducts outreach to employers, industry leaders, and community partners to identify workforce needs and employment opportunities.
  • Collaborates with employers to support successful participant placements, accommodations, retention, and long-term employment outcomes.
  • Represents Goodwill at employer events, workforce development initiatives, and community outreach activities.


DOR Partnership & Authorization Management

  • Serves as the primary liaison with Department of Rehabilitation counselors regarding participant services, authorizations, progress, and outcomes.
  • Oversees authorization management processes to ensure timely service delivery and appropriate utilization of authorized services.
  • Maintains strong working relationships with DOR counselors, administrators, and regional leadership.
  • Provides timely updates and communication regarding participant status, services provided, and program outcomes.
  • Supports successful contract performance through effective collaboration and responsiveness to DOR stakeholder needs.


Compliance, Data Management & Quality Assurance

  • Ensures timely and accurate data entry, case notes, service documentation, and reporting within TruTrack and other required systems.
  • Reviews program data to identify trends, address deficiencies, and improve participant outcomes.
  • Maintains compliance with DOR contracts, CARF standards, Goodwill policies, and applicable federal, state, and local regulations.
  • Ensures documentation quality, audit readiness, and accurate recordkeeping.
  • Oversees reporting of incidents, accommodations, participant progress, and required program documentation.


Financial & Contract Oversight

  • Oversees assigned program operations related to contract deliverables, authorization management, billing coordination, and compliance requirements.
  • Collaborates with Finance to ensure accurate invoicing and reimbursement for services provided.
  • Monitors program expenditures and revenue performance to support departmental financial goals.
  • Supports grant implementation and workforce development growth initiatives.


Community & Partner Engagement

  • Represents Goodwill at workforce development, community, and partner meetings.
  • Strengthens relationships with DOR, employers, educational institutions, referral agencies, and community partners.
  • Promotes awareness of workforce development services through presentations, networking events, and community outreach activities.
  • Supports organizational growth through partnership development and community engagement.

Preferred Qualifications of the Role:


  • Associate degree in social work, vocational rehabilitation, special education, social/behavioral science, or another related field preferred.

This position is a full time, non-exempt position eligible for Medical, Dental, Vision, Life Insurance; 403(b) retirement plan; Paid Holidays, Vacation and Sick Leave. This position is employed by Goodwill Industries® of Sacramento Valley and Northern Nevada, Inc.
