The Cosumnes Community Services District is seeking to hire part-time seasonal Youth Sports Officials. The summer season is anticipated to begin June 1, 2026 and run through October 15, 2026.  Actual hours assigned may be increased or decreased at anytime depending upon the needs of the program or department.

Position Description
Under general supervision, the Youth Sports Official referees games for a wide variety of youth sports programs including, but not limited to, flag football, basketball, soccer, t-ball, and volleyball. This position regularly assists with setting up and breaking down playing fields/courts. The Youth Sports Official directs and officiates games and activities while ensuring a safe, fun, and positive environment for all participant

Salary Information
The salary range for the Youth Sports Official classification is between $18.95 - $20.48 per hour. The District typically appoints new employees at the first step of the salary range. Consideration for an appointment higher than step 1 will be based on experience, education, or the need for unique skills or knowledge, and shall be no more than the mid-point of the salary range.

Duties and Responsibilities


The following duties are intended only as illustrations of the various types of work that may be performed. PROGRAM AREAS: Recreation staff work in fun, dynamic environment teaching and developing children through recreational activities, as well as, help maintain and monitor facilities to ensure our participants safety. Applicants will receive training and leadership training to ensure success within their positions.


Example of Duties:

  • Officiates youth games as scheduled; moves throughout the playing field/court to make effective and accurate calls;
  • Enforces rules and regulations of specific sports, programs, and facilities in accordance with CSD policies;
  • Arrives on time and in proper attire/appearance as required by CSD guidelines;
  • Provides a safe and clean environment with adequate supervision by implementing CSD and Department policies and procedures;
  • Provides courteous and professional service to participants, parents/guardians, facility users, CSD personnel, and the public;
  • Monitors behavior and play of participants to ensure safety and compliance;
  • Communicates effectively with participants, parents/guardians, and the public; discusses concerns, addresses issues, and provides solutions when appropriate;
  • Set ups and cleans up facilities and equipment; may perform opening and closing duties;
  • Attends and participates in staff meetings and trainings;
  • Completes reports and forms as required (e.g., score sheets, accident/incident reports, behavior reports);
  • Conducts work tasks safely and in compliance with Department safety standards and the CSD Injury and Illness Prevention Program;
  • Performs field/court inspections and reports unsafe conditions to the Facility/Recreation Supervisor;
  • Responds to emergencies and performs emergency procedures when necessary;
  • Assists with implementation of youth recreation programs specific to sports;
  • Works shifts, weekends, and holidays as assigned.


Qualifications


Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be:

Experience:

  • Six (6) months experience as a referee, official, or related experience such as playing, coaching, or volunteering in the sport/program area to which the position is assigned.
Special Requirements:
  • Possession of, or the ability to obtain, First Aid and CPR/AED certification within the first thirty (30) days of employment; Certification must be maintained through employment;
  • Must be 18 years of age or older.
Desired Qualifications: 
  • The following certifications are not required but are considered desirable and may strengthen a candidate's application:
    • Sacramento Metropolitan Officials Association (SMOA) - basketball/football officiating;
    • United States Volleyball Association (USVA) - volleyball officiating;
    • United States Soccer Federation (USSF) - soccer officiating;
    • National Association of Sports Officials (NASO) - general multi-sport officiating;
    • High School Officiating Certification(s) - basketball, football, volleyball, or soccer.


Knowledge of:
  • Current techniques, principles, procedures and rules used in officiating a variety of youth recreational sports and activities;
  • Current rules and regulations of relevant sports associations such as SMOA, USVA, USSF, and/or NASO;
  • Basic principles of customer service;
  • Basic operation of sports equipment including nets, balls, bases and related amenities;
  • Basic operation of office machines including calculator, computer, keyboard, printer, copier, and fax machine;
  • Basic arithmetic including addition, subtraction, multiplication, and division; calculation of decimals, ratios, percentages and fractions.

Ability to:
  • Effectively and tactfully communicate both orally and in writing with program participants, parents/guardians, staff, and the public;
  • Keep score and officiate games while paying attention and moving around the court or field at all times to make fair and accurate calls;
  • Analyze and use independent judgment in solving routine problems such as responding to customer concerns, supervising youth sports activities, addressing participant injuries, and resolving conflicts to ensure safety;
  • Comprehend and prepare reports such as score sheets, accident, incident, and behavior reports, emergency forms, and registration documentation.

PHYSICAL DEMANDS AND WORKING CONDITIONS

  • Mobility: Frequent walking, running, bending or standing for long periods of time; occasionally reaching and twisting to reach equipment; occasional sitting, stooping, squatting, kneeling, crawling and twisting while performing field work; frequent pushing, pulling or lifting up to fifty (50) pounds for setting up programs, special events and/or sports team equipment;
  • Vision: Constant use of overall vision; occasional computer use; occasional color and depth vision;
  • Dexterity: Frequent repetitive motion; frequent writing and typing; frequent grasping, holding and reaching; frequent operation of office equipment and recreation-related tools such as whistles, stopwatches, first aid supplies and hand tools;
  • Hearing/Talking: Frequent hearing and talking in person and on the phone;
  • Emotional/Psychological: Frequent decision-making and concentration, frequent public and coworker contact; ability to remain calm in emergency situations; occasionally works alone.

Typical Working Conditions
Work is typically performed in an office environment and/or outside in various types of weather. Incumbents may be exposed to noise, moisture, dust, vibrations, heat and cold. Work may take place and require travel in a vehicle to and from off-site indoor and outdoor locations throughout the District.



Supplemental Information


Application Review (Pass/Fail): All applicants must complete and submit an application by the final filing deadline. Applications will be reviewed for possession of minimum qualifications and evaluated according to the essential functions of the job and other needs of the position.

  • Supplemental Questions: The supplemental questions are considered a part of the application process. All required questions must be completed before the application can be submitted. The supplemental questions will be used to evaluate the relevance, level, and progression of the applicant's education, training, and experience. Depending on the size of the applicant pool, the supplemental questions may be used as a part of the supplemental screening.
  • Supplemental Screening: The District will review the responses to the supplemental questions of all applicants meeting the minimum qualifications. The most competitive candidates in the applicant pool will be selected to continue in the selection process.

Group Assessment Center - The most qualified candidates from the review will be invited to a group assessment center. The group assessment may include interview questions, activities, and/or presentations.

Conditional Offer Procedures - Candidates selected from the assessment will receive a conditional offer of employment contingent upon the successful completion of the following:
  • Background Check: A State of California, Department of Justice criminal background check.
  • Medical Clearance: A clear tuberculosis (TB) screening and a clear drug screening will be required.
  • Driving Record: A State of California, DMV driving record printout will be required, upon successful completion of the background check. 
  • Work Eligibility: The District participates in E-Verify to confirm authorization to work in the US.


Please be advised that part-time employment with the District is on an "at-will" basis, meaning that either the District or the employee may terminate employment at any time with or without cause.
