The Human Resources Assistant provides administrative and operational support to the Human Resources Unit and office employees on a wide range of personnel and human resources functions. This position assists with security processing, personnel actions, onboarding and offboarding activities, payroll and timekeeping, records management, employee inquiries, and HR compliance activities. The Human Resources Assistant serves as a key resource in maintaining accurate personnel records, ensuring timely processing of HR transactions, and delivering professional customer service to employees and management.
KEY DUTIES AND RESPONSIBILITIES
- Human Resources Administration
- Assist with the preparation, review, and processing of personnel actions, including accession requests, awards, performance management documentation, and benefits forms.
- Support onboarding and outprocessing activities for employees, contractors, and students.
- Track HR processing deadlines using reports and spreadsheets and communicate important milestones to HR staff.
- Respond to routine employee inquiries regarding HR programs, policies, and procedures.
- Monitor HR-related Outlook mailboxes and route requests to the appropriate personnel.
- Perform additional administrative duties as assigned.
- Security and Pre-Employment Processing
- Assist with employee security processing and reinvestigation activities.
- Review pre-employment security documentation and eQIP submissions for accuracy and completeness.
- Conduct employment reference checks for prospective candidates.
- Coordinate and schedule applicant drug-testing appointments.
- Timekeeping and Payroll Support
- Establish time and attendance profiles and default timesheets for new employees.
- Process employee time and attendance records using WebTA or similar systems.
- Identify, research, and assist in resolving timekeeping discrepancies and errors.
- Coordinate bi-weekly payroll activities and collaborate with timekeepers to ensure timely payroll processing.
- Records Management
- Scan and upload processed personnel documents into the Employee Official Personnel Folder (eOPF) system.
- Request and obtain personnel and military documentation to support prior service and military buyback processing.
- Employee Support Services
- Assist employees with Homeland Security Presidential Directive 12 (HSPD-12) and Personal Identity Verification (PIV) card registrations, activations, and updates.
- Provide occasional reception and front-desk support.
- Deliver courteous, professional customer service to employees, applicants, and management.
EDUCATION AND/OR EXPERIENCE
- High school diploma or equivalent required; associate degree in Human Resources, Business Administration, or a related field preferred.
- Minimum of one (1) year of experience in human resources, payroll administration, employee benefits administration, onboarding, personnel processing, or general clerical/administrative support preferred.
- Experience with HR information systems, electronic personnel records, payroll systems, or timekeeping applications is desirable.
KNOWLEDGE, SKILLS AND ABILITIES
- Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
- Skilled in the operation of standard office equipment, including personal computers, scanners, copiers, multifunction printers, telephones, and related technology.
- Ability to review, validate, and transfer data accurately into spreadsheets, databases, and standardized forms.
- Strong customer service skills, including the ability to communicate professionally, courteously, and tactfully.
- Ability to handle sensitive and confidential information with discretion and sound judgment.
- Ability to prioritize multiple tasks, meet established deadlines, and work effectively both independently and as part of a team.
